CSL licences for explosives
Explosives and display pyrotechnics now require a Controlled Substances Licence (CSL). The CSL requirement came about last year, following Police concerns about the potential for misuse of explosives. After consultation with industry, the Environmental Risk Management Authority decided that people who possess certain types of explosives must be “fit and proper” to do so. A fit and proper assessment involves a police check of a person. The licence came into effect on 1 July 2009, but people holding a current approved handler test certificate before that date do not have to apply for a licence until their certificate expires. Not all explosives require a licence – retail fireworks and marine safety flares are two exemptions. For a full list of explosives requiring a CSL, click here.
