New biocontrol agent for gum leaf skeletoniser
An application from the New Zealand Forest Research Institute (Scion) to release the parasitic wasp Cotesia urabae to control the gum leaf skeletoniser Uraba lugens has been approved. The gum leaf skeletoniser is an Australian moth that became established in New Zealand around 2001. Its larvae feed on the leaves of eucalypts and several other ornamental species, producing the typical leaf ‘skeleton’. It is currently found in Auckland, Waikato and Bay of Plenty; however, climate studies suggest that it will spread as far as Southland. Scion made the application on behalf of the Gum Leaf Skeletoniser Stakeholder Group (part of a Ministry of Agriculture and Forestry’s (MAF) Sustainable Farming Fund project). There are almost 25,000 hectares of eucalypt forests in New Zealand. Eucalypts and other ornamentals are also widely used for shade and shelter in public areas. It noted that, unlike the gum leaf skeletoniser, whose larvae can cause skin irritations such as stinging, itching and welts, the wasp has no known effects on human health. “Overall, the committee decided that the benefits of the release of the wasp outweighed any adverse effects,” Dr Harrison said. Reminder to cosmetics industryThe Environmental Risk Management Authority and the Ministry of Health have issued a reminder to manufacturers, importers, suppliers and retailers of cosmetic products on how to ensure customer safety, following the screening of a television programme on hair dyes this week. What’s Really in Our ...? is a Top Shelf Production series hosted by Petra Bagust which focuses on personal care products. During the making of the series, a major retailer undertook a voluntary recall of a number of products sold in New Zealand after questioning whether they complied with the New Zealand Cosmetic Products Group Standard. ERMA New Zealand Compliance Coordination Manager Dr Simon Buckland says such prompt and responsible industry action was appropriate. “We realise that no one, whether they are a manufacturer, importer, supplier or retailer, wants to cause harm to another person,” Dr Buckland says. “Therefore industry, particularly manufacturers and importers, needs to ensure products comply with the New Zealand Cosmetic Products Group Standard. It specifies prohibited and restricted ingredients, and contains rules for labelling and other matters.” ERMA New Zealand manages the Cosmetic Products Group Standard under the Hazardous Substances and New Organisms (HSNO) Act. It is based on the European Union’s Cosmetics Directive and is updated every year. Industry has a responsibility to ensure products they manufacture or import are safe and comply with New Zealand requirements. Industry associations such as the New Zealand Cosmetic Toiletry and Fragrance Association and ACCORD Australasia work closely with their members to achieve this. The Ministry of Health is responsible for enforcing the requirements of the group standard to protect public health. Dr Buckland says the public are entitled to expect the products they buy are safe. "The most practical way for retailers to ensure the products they are selling are safe is to seek written assurance from suppliers that their products comply with the standard,” he says. If customers experience an adverse reaction, they should contact their GP immediately. The public should return unsatisfactory product to the retailer in the first instance. Retailers should contact suppliers. Manufacturers, importers and suppliers are advised to check with the New Zealand Cosmetic Products Group Standard to see whether their products contain any prohibited or restricted ingredients, and that all other requirements are met. An application to import and manufacture the soil fumigant Ripper, for pre-plant soil fumigation for commercial strawberry growers has been approved. Ripper contains methyl iodide and chloropicrin. Approval was sought for its use by the strawberry industry as an alternative to methyl bromide. The Authority has placed strict controls on the use of the soil fumigant, such as requiring those handling the substance to be specially trained and equipped with personal protective equipment. Unlike methyl bromide, Ripper is not an ozone-depleting substance. It is, however, highly toxic and rules have been set to protect workers and the public from exposure, including establishing minimum buffer zones. The substance may be used only once a year for pre-plant soil fumigation, and a maximum application rate per hectare has been set. The substance cannot be applied into or onto water. Methyl iodide is already registered for use as a soil fumigant in the United States and Japan. To read the decision, click here. Updated group standards available on ERMA websiteThe Environmental Risk Management Authority recently removed the expiry date from alternative labelling provisions for substances regulated under the Hazardous Substances and New Organisms (HSNO) Act group standards. The provisions, which allow the labelling requirements of countries such as Australia, the United States, Canada and the European Union to be used as alternatives to those required under the HSNO group standards, were due to expire later this year. Removing the expiry date means the alternative provisions can continue to be used by both New Zealand-based and overseas manufacturers. The group standards have now been updated and are available on our website. Our customer serviceWe would like to thank everyone who completed our customer satisfaction survey and told us what you thought of our standard of service. The results of the survey show that our staff generally provide a high level of service, but some things could be better – particularly our website. Some 88 percent of survey respondents rated the service provided by ERMA New Zealand in the course of their recent interactions as either ‘excellent’, ‘very good’ or ‘quite good’. Forty-two percent of respondents who had used the website in the past 12 months rated finding information on the site as ‘very easy’ or ‘quite easy’. We know how vital it is for our stakeholders to be able to find the information they need quickly and easily on our website. We are in the process of improving the website and plan to have a new improved version up and running in early 2011.
